Overview

Concilii is an online democracy platform designed to give citizens a structured space for proposing and developing public policy ideas. Users can publish proposals, contribute feedback, express support through voting, and participate in discussions with other members of the community.

The platform supports policy proposals relevant to local, state, and federal government. Citizens can discover ideas through search, categories, keywords, location, and electoral jurisdiction, while public profiles make it possible to explore the proposals submitted by individual community members.

Concilii combines proposal management, voting, commenting, user profiles, geographic filtering, and administrative moderation within one responsive application. The platform was designed for international use, with country-aware content, location and electorate detection, translation capabilities, and configurable site settings.

Core Challenges

Concilii needed to transform open-ended civic participation into a clear and manageable digital workflow. Policy proposals had to contain enough structured information to be meaningful while remaining accessible to citizens without legal, political, or technical expertise or prior government experience.

The platform also needed to support different political and geographic structures. Countries, states, cities, and electoral districts had to work alongside categories, keywords, voting, comments, user verification, and moderation without making proposal discovery or participation unnecessarily complex.

The Solution

A custom responsive interface was created around a structured policy proposal workflow. Users can create detailed proposals, assign categories and keywords, define the relevant level of government, attach supporting materials, browse community submissions, vote, comment, and follow discussions from proposal listings and dedicated detail pages.

The application was developed with Laravel, Blade, MySQL, Bootstrap, Sass, and JavaScript. AJAX interactions support voting, dependent location fields, electorate detection, and validation, while Google Maps Places and MaxMind GeoIP2 provide geographic context. A role-based administration area enables the management of users, proposals, comments, informational pages, and global platform settings.

Key Outcomes

Concilii brings policy creation, public discussion, community feedback, and geographic relevance into one coherent civic participation environment. Citizens can move from discovering an issue to publishing or supporting a proposal while retaining clear context about its category, location, author, and level of government.

The modular Laravel architecture provides a foundation for operating the platform across different countries and administrative structures. New jurisdictions, proposal categories, keywords, moderation processes, integrations, and participation features can be introduced while maintaining a consistent experience for citizens and administrators.
